As darkness fell on Corpus Christi on Aug. 25, 2017, there was only one car on South Padre Island Drive.

And Senior Officer Steven Ruebelmann was in it.

It's unusual for traffic to be so light on one of Corpus Christi's busiest streets.

This night was different.

Hurricane Harvey, a massive, unforgiving Category 4 storm, made landfall that night.
