On February 28, 2019, deputies with Constable Mark Herman's Office responded to an apartment complex located in the 14600 block of Ella Boulevard in reference to a disturbance. 

Upon deputies arriving, a male involved in the disturbance interfered with the investigation by talking over the Constable Deputies.

As a deputy attempted to detain him, he fled on foot through the apartment complex. The deputy was able to detain and identify him as Charles Tennessee after successfully deploying his taser.  

"Charles Tennessee was arrested and booked into the Harris County Jail, charged with Evading Arrest or Detention. His bond and court information have not been set at this time." -Constable Mark Herman

~ Another Classic case of misused TAZER.
These are NOT Flash Gordon ray guns.
They are to be deployed as a less lethal means of self-defense, NOT compliance.

What offense, pray tell, was this gentleman committing, to be charged with "Evading Arrest"???

"Talking Over Deputies"???
I can not find that one in the Penal Code.
Mark, you need a written SOP on TAZER use.
Then, school your Deputies that "Pissin The PoPo" is not a chargeable offense.
Get a grip, before you get sued.

Captmidnight, did you make that up? You obviously know nothing about the Use of Force Continuum and the fact that the charge is Evading Arrest or DETENTION. He was involved in the disturbance that the deputies were called to the scene for and decided to run away, which provided reasonable suspicion that he may have committed a crime. This is enough to effect a detention. When he ran from a lawful detention, he committed a crime. Tasers (not Tazer) may be used to force an individual to comply, they are not just for self defense smart guy. They are one step above verbal commands on the Use Of Force Continuum. If you are having trouble with that, Google it.
