Veterinarian Floyd Garrett didn't know what act of cruelty took three of the black and gray Shih Tzu's legs, but he knew he would do everything he could to help him walk again.

“Okay, baby. We got all your wounds covered. We’re going to get your legs working again," Garrett said, cupping the dog's face in his hands. “You’re going to be okay. You got one good leg. We’re going to build you maybe two more. Okay?”
