On October 19, 2018 deputies with Constable Mark Herman’s Office were investigating a motor vehicle crash in the 8000 block of the North Sam Houston Parkway. During the investigation, a Constable Deputy parked his vehicle with the emergency lights activated, and blocked a lane of traffic for safety.

A vehicle approached the scene and struck the patrol car while the deputy was seated inside. Upon making contact with the driver, the deputy smelled the odor of an alcoholic beverage emitting from his breath.

Standardized Field Sobriety Tests were administered and it was discovered that the suspect, identified as Fernando Quixtan-Escalante was driving while intoxicated.

“Fernando Quixtan-Escalante was arrested and booked into the Harris County Jail, charged with Driving While Intoxicated. His bond was set at $500.00 out of the 15th District Court.”
