On August 20, 2018, a deputy with Constable Mark Herman’s Office responded to a business parking lot in the 21600 block of State Highway 249 in reference to a stolen vehicle. Upon the deputy arriving, the complainant advised that he accidentally left his car keys on the sales counter and when he returned for them, they were gone.  

 

Video surveillance captured a male suspect take the keys and eventually drive off in the complainant’s vehicle. Constable Deputies were able to track the complainant’s cell phone that was left in the vehicle and quickly located the driver. The suspect was detained and identified as Harold Rice Jr.

 

“Harold Rice was arrested and booked into the Harris County Jail, charged with Theft with Previous Convictions. His bond was set at $10,000.00 out of the 351st District Court.”
