Potential Flu-Related Deaths of Jail Inmates in Montgomery County

MEDIA ADVISORY – Potential Flu-Related Deaths of Jail Inmates in Montgomery County
Conroe, Texas – Two men recently passed away from potential flu-related symptoms after being transported to a local hospital while in custody of the Montgomery County Jail. Although both men suffered from numerous other medical issues, it is possible that the flu also played a role in their deaths.
As is common during cold and flu season, the MCSO Jail takes extra precautions to insure sanitation of all inmate areas as well as enhanced medical screening and protection for everyone, as necessary, in the jail environment.
Sheriff Rand Henderson states, “Our thoughts and prayers are with the families of Mr. Rashid and Mr. Bible. We take the health and safety of those entrusted to our care and those employees who work in our detention areas very seriously. As soon as any medical issues exceeds the ability of our medical care provider, we arrange for transportation to outside medical facilities that can provide more extensive testing and treatment.”

Rashid, Mosheer DOB 01/25/76
Mr. Rashid was booked into the Montgomery County Jail on 09/27/17 on a Set Aside Bond warrant issued by the 9th District Court.
On 12/08/17 Mr. Rashid was seen by medical staff after making complaints of feeling ill. Mr. Rashid was prescribed medications to treat his illness. Mr. Rashid’s condition improved until 12/10/17 when he began feeling ill again.
On 12/11/17 at 2:46 am Mr. Rashid was taken to the Jail Infirmary where he was seen by medical staff. Mr. Rashid was seen by medical staff numerous times throughout the day. At 7:47 pm medical staff made the decision to send Mr. Rashid to Conroe Regional Medical Center for evaluation and treatment. Mr. Rashid was subsequently admitted to the hospital for Influenza A.
On 12/17/17 jail supervisors were notified by hospital staff that Mr. Rashid’s prognosis was not good. Judge Grant of the 9th District Court was notified of Mr. Rashid’s condition. The 9th District Court issued a Personal Recognizance Bond for Mr. Rashid and he was released from Sheriff’s Office custody on 12/17/17 at 4:15 pm.
Mr. Rashid passed away at Conroe Regional Medical Center on the morning of 12/19/17. Precinct 1 Justice of the Peace Wayne Mack notified jail staff of Mr. Rashid’s death.
Even though Mr. Rashid’s death is not considered a death in custody by the Texas Attorney General’s Office an investigation was started by Montgomery County Sheriff’s Office Jail Administration, Homicide and Violent Crimes Detectives and the Texas Rangers. The investigations are ongoing.
Bible, Carl DOB 07/29/82
Mr. Bible was booked into the Montgomery County Jail on 12/21/17 for Possession of a Controlled Substance and a warrant out of Harris County for Failure to Comply with Sex Offenders Duty to Register.
Mr. Bible notified medical staff of numerous current medical conditions when he arrived at the jail.
On 12/23/17 Mr. Bible was seen by medical staff complaining of difficulty breathing. Mr. Bible was seen and treated by jail medical staff several times on 12/24/17 and 12/25/17.
On 12/25/17 Mr. Bible was taken to Conroe Regional Medical Center for evaluation and treatment where he was admitted for Influenza Pneumonia.
On 01/04/17 Mr. Bible was moved to the Intensive Care Unit.
Mr. Bible passed away in the early morning hours of 01/05/17.
The death of Mr. Bible is currently under investigation by Montgomery County Sheriff’s Office Jail Administration, Homicide and Violent Crimes Detectives and the Texas Rangers. The investigations are ongoing.
