Candido Willy Larios Martinez, 20, of Webster, was charged with two counts of Indecent Exposure. Martinez is accused of following two 19-year old women who left Bombshell’s restaurant in Webster on the evening of July 20. Martinez followed the women to the 1300 block of Woodvine, where he approached them, attempted to open their locked car door, dropped his pants, exposed his genitals and began masturbating. When one of the women dialed 9-1-1, she showed him the phone to prove that she was not kidding around and honked the car horn.
 
Martinez collected himself, got back in his car and drove off; but not before the women got a good description of him, his car and his license plate number. Webster Police Department stopped the suspect vehicle on July 23. Martinez’s father was driving the vehicle and provided police with his son’s name and said that he would have his son contact Friendswood police. Martinez was interviewed and warrants were signed on July 30. As soon as the warrants were signed, Martinez was taken into custody at his place of employment in League City. His bond is set at $3,000.

Paul Martin Nallie, 41, of Spring, was charged with Continuous Sexual Abuse of a Child. The charge stems from a June 2 report accusing Nallie of inappropriate contact with a female victim under 14 years old in Friendswood. At the time of the accusation, Nallie was out on bond for an indecency with a child case in another Galveston County jurisdiction.

Nallie is charged with Continuous Sexual Abuse of a Child because there were two allegations of abuse during a period that was 30 or more days in duration regardless of whether the acts of sexual abuse are committed against one or more victims (Sec. 21.02, Texas Penal Code). A warrant was prepared and signed on July 24 and Nallie was taken into custody on July 29 by Harris County Precinct 4 deputies. Nallie’s bond was set at $150,000.

Charles Arnold Lord, 43, of Texas City, was charged with Failure to Register as a Sex Offender. Lord was the passenger in a vehicle stopped for a traffic violation in the 1400 block of S. Friendswood Drive on July 30 at 4:56 p.m. The driver did not have a driver’s license, only an identification card, and seemed to be quite nervous.

The officer checked Lord’s name and date of birth for a driver’s license and discovered that Lord was a registered sex offender out of New York. The officer confirmed the descriptors of the registered sex offender and they matched those of Lord. So, the officer questioned Lord and found that he was living in Texas City and had been living in Texas for three or four years. The Texas City Police Department confirmed that Lord had not registered as a sex offender. Lord was taken into custody. His bond is set at $250,000.

Ryan Jon Loofboro, 36, of Dickinson, is charged with Harboring a Runaway and may be charged with Violation of Probation for a 2012 Enticing a Child conviction. Loofboro was in the company of and hiding out the same teenage girl that he was accused of sexually assaulting in 2012. On July 31, a runaway report was filed for the 16-year old girl and a call was made to Dickinson Police to attempt to find her. A Dickinson police officer made contact with Loofboro at his place of business, in Dickinson, but Loofboro would not let the officer inside without a warrant. At that point, the 16-year old attempted to exit the building through a back door.

Loofboro and the girl were detained by Dickinson Police until Friendswood officers arrived at around 4 a.m. Loofboro not only faces Harboring a Runaway charges but may have his probation revoked for violating the terms of his probation which specify that he is to have no contact with the 16-year old victim. Loofboro’s bond is set at $1,500.

Gary Quinton Scott, 26, of Houston, was charged with Sexual Assault of a Child. Scott was living in the home of a Friendswood family in the summer of 2013. During that time, he is accused of having sexual contact with a 14-year old child. A warrant was issued on July 30. On July 31, Scott turned himself in to the Friendswood Police Department. His bond is set at $40,000.

Keep each and every one of them in jail and away from the public!! We do not need them nor want them around anyone!! Banish them to some far away land!!

Parole them to Bacliff with the rest of there type. Bacliff, San Leon, Is sex offender friendly and the Police don't mess with them.
