Investigators with Precinct 4 Constable Mark Herman's Emissions Task Force Unit conducted investigations of two separate inspection stations conducting fraudulent vehicle inspections. Constable Investigators received information that BI-LO Used Cars located at 2823 South Shaver Street was allegedly “rolling back” odometers on used cars and conducting fraudulent vehicle inspections using a procedure called “clean scanning”. The investigation conducted by Constable Herman’s Office revealed that over a 90 day period 54% of the vehicle inspections conducted were unlawful.

The second investigation concentrated on Hardy’s State Inspection located at 12965 W. Hardy Road. This location is a State licensed vehicle inspection station that was allegedly conducting fraudulent vehicle inspections also using a “clean scanning” procedure. This investigation revealed that over a 90 day period 76% of the vehicle inspections conducted were unlawful.  

These investigations resulted in four Felony arrest warrants being executed at the locations resulting in the arrest of Adel Yacoub for two counts of Tampering with a Governmental Record and the arrest of Raymond Mentzel for two counts of Tampering with a Governmental Record.

“This type of criminal activity contributes to health threatening pollution and affords the opportunity for unsafe vehicles to be driven on a public roadway due to not meeting minimum safety standards. Additionally, illicit money gained from these types of operations is often used to fund other criminal activities.” – Constable Mark Herman
