On June 10, 2017, Constable Mark Herman’s office responded to a report of a carjacking/robbery in the 9000 block of Good Meadow Drive. Constable Deputies met with the complainant, a taxi driver, who was dispatched to a residence on this street to pick up a fare. The suspect was a black male who got into the back seat of the taxi cab and stated he had a gun and was going to rob the driver. The complainant, in fear for his life, exited the taxi and fled. The suspect then entered the driver’s seat and drove off in the taxi.  

Investigating Constable Deputies were able to track the GPS device on the taxi cab to a Whataburger parking lot in the 12600 block of Veterans Memorial Drive.  Constable Deputies responded to location and recovered the stolen vehicle with the suspect, identified as Frank Fletcher, sitting in the driver’s seat. The suspect was detained and then positively identified by the complainant.

“Frank Fletcher was arrested, placed into Harris County Jail, and felony charges of Robbery were filed in the 339th District Court with a $10,000.00 bond. “ – Constable Mark Herman
