On October 17, 2018, Investigators with Constable Mark Herman's Emissions Task Force Unit conducted an investigation at Allied Lube, “DBA Jiffy Lube” located in the 180 block of Cypresswood Drive. This location is a licensed State vehicle inspection station allegedly conducting fraudulent vehicle inspections using a procedure called “clean scanning”.

The investigation revealed that Allied Lube employees, Jacorey Busby and Piara Singh Mann conducted numerous unlawful motor vehicle inspections over an extended period of time.

As a result, Precinct 4 Investigators filed two counts of Tampering with a Governmental Record each on Jacorey Kevon Busby and Piara Singh Mann. Piara Singh Mann is currently out on bond, Jacorey Kevon Busby received No Bond out of the 180th District Court and is currently wanted by law enforcement.

“This type of criminal activity contributes to health threatening pollution. In addition, it affords the opportunity for unsafe vehicles to be driven on a public roadway due to not meeting the minimum safety standards. Illicit money gained from these types of activities is often used to fund other criminal activities.” – Constable Mark Herman
