GALVESTON - The city's ethics commission will meet in March to determine whether Councilman Rusty Legg had a conflict of interest in voting last year for an issue related to the Galveston Housing Authority.

The March hearing comes after Leon Phillips, a Galveston resident, filed an ethics complaint suggesting the District 1 councilman had failed to declare a stake in a real estate company involved in a Galveston Housing Authority rental assistance program.
