PAUL HOPKINS, SR. beloved Husband, Father, Grandfather, and Public Servant to Galveston County and Texas passed away into Gods hands December 5, 2013.  Paul was born March 17, 1926 in Paris, Lamar County, Texas to Bessie Leona Sullivan Hopkins and Raymond Howard Hopkins.  Paul was a dedicated family man and public servant.  Paul was passionate about the well-being and betterment of Texas, The Texas Gulf Coast, Harris County, but more specifically Galveston County.  Paul married Geraldine DeJean on October 2, 1950.  Paul is preceded in death by his parents Bessie and Raymond Hopkins; daughter Joan Hopkins Frankovich; grandson Steven Kwek; great granddaughter  Kenzie Hopkins, sister Jeanette Hopkins Bailey, brothers Marion Hopkins, Murrell Hopkins, and Harold Hopkins. Paul is survived by his loving wife of 63 years Geraldine DeJean Hopkins; son Paul Hopkins, Jr. and wife Cyndi; daughter Susan Miller and husband Tony; son Jim Hopkins and wife Karen; daughter Patty Kwek; son-in-law Frank Frankovich; grandchildren Ann Frankovich, Sara Frankovich Hannie and husband Freddie, JR Decker and wife Becky, Josh Decker and wife Candace, Randi Hopkins Miller and husband Craig, Paul Hopkins III and wife Victoria, Chris Kwek, Haleigh Hopkins, Dustin Hopkins, and great grandchildren Paul Hopkins IV, Aspen Miller, Brooklyn Hopkins, and Kourtlyn Hopkins.

Paul had a distinguished and celebrated public service career.  His genuine commitment and influence regarding public service and policy on behalf of the people he was elected or appointed to represent established the benchmark foundation of today. Paul attended the US Merchant Marine Academy in Kings Point NY and served as an Officer in the US Navy-World War II.  Paul’s public service commitment included Fireman-City of Dallas; Texas State Highway Patrol Trooper, County Juvenile Officer-Galveston County; Chief of Police-La Marque; Galveston County Sheriff; Galveston County Commissioner (23 Years); and Chairman Texas Water Commission (1983-1989).  Paul’s commitment to the people of Galveston County and Texas also included serving as President South Texas Commissioners and Judges Association; Board of Trustees Texas County and District Retirement System; Board of Directors Texas Association of Counties; Galveston County Beach Parks Board; and numerous other county and state public service entities. 

A Celebration of Life In Memory of Paul – Husband, Father, Grandfather, Friend, and Public Servant will take place Wednesday December 11 at Walter Hall Park in League City beginning at 11:30 AM.

In lieu of flowers, Donations may be made in the name of Paul Hopkins, Sr. to Dickinson Festival of Lights at Paul Hopkins Park or in the name of Joan Hopkins Frankovich/Paul Hopkins Sr. to The Brain Aneurysm Foundation.

Mr. Hopkins was a class act and so is his family - he's left a legacy by having such a great family.

Some of the folks that I respect were saying that they just don't make them like Paul Hopkins - he really did some wonderful and unselfish things for the county. My personal contact and impression - he was kind and was always interested what people have to say - it was never about him but what was going on.

Paul was a good man and servant to the people of Galveston County, State of Texas, and his Country.

Paul Hopkins was a wonderful man. I worked for Mr. Hopkins during his tenure at the Water Commission and found him to be a great civic leader. He was always interested in serving the public and seeing that the duties of the state were carried out in a professional and caring manner. He will be greatly missed.
