GALVESTON - A man who served a 17-year prison term in a Michigan prison for sexual assault and was re-arrested for others four days after his release, was arrested in Galveston Tuesday night for window peeping at a home in the 4000 block of Avenue S-1/2..
Mark Semkiw, 41, served 17 years in the Carson City state prison for a rape that occurred in September 1986. With the advances in forensic science while he was in prison, the State Police Crime Lab confirmed that his DNA on file with the FBI was a match to evidence kept in cold storage since 1986.
During interrogation by police, Semkiw implicated himself in eight sexual assaults, including the one that he had already served time for.
Police say he broke into homes and raped his victims.
Semkiw was rearrested based on new evidence, convicted and returned to prison. He completed that sentence and was released in 2007.
In March of this year, Semkiw showed up in Galveston where he registered with the Galveston Police Department as required by Texas law.
When officers responding to the 'peeping Tom' call last night arrived at the Avenue S address, Semkiw wass hiding behind some Oleander bushes. He told the officers he was relieving himself but neighbors say he was peeping in windows.
Mark Semkiw registered his address with Galveston police as 4226 Avenue T. Anyone with information to the contrary or who has any other information about Semkiw which police should know are asked to contact Detective Fred Page with the Criminal Investigation Division, 409-765-3766.
Semkiw is currently in the Galveston County Jail, due to be released on Sept. 29th.
