CONROE --  A Montgomery County dead beat dad received the maximum sentence on Tuesday, after years of refusing to pay child support for his three children.

Edward Othell Ringo, 56, of Livingston was sentenced to 2 years in state jail, a $10,000 fine and restitution of $108,000, in the 221st District Court of Judge Suzanne Stovall.

The sentence came at the request of Montgomery County Prosecutor Frank Barnett.

When Edward and Margaret Ringo divorced in 1990, they shared a 2-year-old daughter and 1-year-old twin daughters. Barnett said Ringo had a wife and son prior to that marriage and also refused to pay child support for his son.

Ringo was arrested in Polk County in May, four days after he was placed on the list of the Texas Attorney General's Top 10 Most Wanted Child Supported Evaders. The last time Ringo paid any child support was in 2002 and he was indicted in 2003.

"This is a case where the conduct was very egregious," Barnett said.

Ringo repeatedly told his ex-wife he would not pay child support, and once made the comment within earshot of a caseworker with the Attorney General's Office. Ringo avoided paying for years despite multiple court orders and a contempt charge for which he paid a fine.

Barnett said Ringo worked over the years and had a business with his girlfriend, Paula Hutchinson, at the time of his arrest. The business was paid $70,000 during the last calendar year from just one client. Checks were made out to Do More Construction, with Hutchinson's name on them.

Ringo had a third wife with whom he shared no children, but he left her with a different set of problems when he vanished about a year after their marriage in the mid 1990's. The woman wanted a divorce, but could never find Ringo and had begun to suspect he was dead.

Ringo's daughters have flourished without their father's help. The oldest of the three girls graduated from Texas A&M this month and the twins are now in College. Barnett said all three have worked since age 13.

Ringo is in the Montgomery County Jail.

Comments:

What a P.O.S. It's one thing if you can't work from being disabled or are destitute, but he worked and had a business making money, and tried to circumvent paying child support by having business monies paid to the girlfriend. Glad that his daughters are doing well, despite their "father." Two years in prison? He'll be out in less than a year, what a joke. What happened to the hanging judges, or Maximum Bob's? Isn't liberalism great?

To be fair the Texas Attorney General should be putting malicious mothers in jail with equal frequency. But since the Fed gives monetary kickback only on such things as the monetary collection, its a free for all for abusive mothers who subvert or outright deny access of a child fir its father. No I am not sexist, its just that the AG helps a LOT more mothers who walk in their offices than it does custodial fathers. Furthermore AG fails to even check that a mother is fit-to-parent. Before another so called deadbeat father is jailed the AG office needs a good cleaning and the federal club needs to cease inflaming to riot on men.

This whole fiasco with the AG is a huge scam, aimed at taking kids away from otherwise good fathers and then charging the fathers for the kidnapping and all the other abuse associated with it. Wow, they really perform a "service."

Why aren't we indicting the AG and the other crooks surrounding and supporting his anti-father, anti-family organized crime against fathers and families, including women and children? It rips apart women and children too, yes, the ones' he is "protecting" from his throne of Savior General.

First, you can't comment logically and truthfully on this type of matter untill you have read the book, "Taken into Custody, the War Against Fathers, Marriage and the Family." Once you've read it, then come back and intelligently comment on these cases. Then and only then, tell us how wonderful our crooked and parasitic AG's, prosecutors, judges and all their hangers-on really are. They are the ones who should be on trial for crimes against humanity.

What this article never mentions is whether or not this man was able to see his children. Somehow the evil agencies of the US gov't could care less and yet, expect the dads to pay child support. Child support is an unfair system of tyranny.

"First, you can't comment logically and truthfully on this type of matter untill you have read the book, ...".

Uh, yes I can. After twelve years of total worthless crap, my daughter finally decided she could support her three kids and herself easier than she could support them all PLUS the worthless POS she was trapped with.

He has never been denied access to the kids, although he has never made an effort to see them. Until the AG stepped in and threatened him with some jailtime, he had absolutely no intention of ever paying her child support.

Getting divorced does NOT relieve a father (or mother) from the obligations and responsibilities that come with having children.

As for the POS in this story, I'm pretty sure he's a genuine POS, based on the other events in his life.

It doesn't matter what's in anybody's book. I could write a book, but that doesn't make it a gospel.

Men who choose to have children need to think it over very carefully. Stories like this help deliver that message to those potential fathers-to-be.

I have a problem with the newspaper using the word 'deadbeat.' This is name-calling — a propaganda technique used to sway public opinion without resorting to facts.

Kelly,

Your story also might be missing pieces of...? Yes there are bad men out there. But there are documented bad women in even higher numbers - very well documented. Why aren't women ever held accountable for having children and taking off with them, ditching good dads or just planning on raising them without the man they tricked into getting them pregnant? If a man is locked out by the court, unjustly (ussually the case) then why should he be made a slave, to the detriment of the children but benefit of the court, prosecutors and hangers-on?

If your case is as real as you claim, you would certainly be for equal justice on both sides of the isle, and not just for good women only, but for good men too? Right? If not interested in equally prosecuting bad women who take no responsibility, which there are even more of than bad men, then that speaks volumes.

Society tends to excuse women of everything - no accountability basically. Thousands of double standards against fathers basically: If a woman's husband has an affair, he is a jerk. But if she has an affair, well, it must be because her husband is a jerk... If he leaves, he is a jerk. If she leaves, it must be because he is a jerk. No matter who does what, it must be the man's fault. This AG avidly supports this abusive and illogical, destructive, self-serving double standard. There are thousands of these double standards and this AG is like all the rest of the AG's - no accountability for women who actually abuse and murder their children more than fathers ever do, and likewise abuse their spouses more, over twice as often. But it's never their fault, only his fault since she can not be held accountable for her own destructive actions and bad decision, including picking a bad man and more often than not, knowing it very well, and knowing she will never be held accountable.

So, she abused him? He must have deserved it, just like her abused children deserved it too...

As for the book. It has 1000 very solid references and solid documentation rather than books like I read (like the ones you mention) which tell lies and make claims with no substance or backing. This book even had judges and insiders telling how corrupt this system supported by this and other AG's really is, and how it exploits, abuses and hurts women and chidlren very, very much. If that is not of interest, then that speaks volumes too. I wish you and your daughter the best, but especially her children whom this AG and system only pretend to care about to get sympathy for their parasitic and destructive cause.

im one of the daughters of the deadbeat dad in this article..and he had rights to see us and choose not to...he never made the effort to see us...mom worked hard to find him and reduced child support multiple times and he still refused to pay it.

Posted by star08 at 9/3/2009 4:46:14 PM

I believe Texas must let alot of POS off the hook as when my ex and I divorced years ago due to his cheating and lack of any viable work ethic he has yet to pay child support unless the state takes it with a tax return and in that case he makes contact to tell me what a sorry person I am and he wants to sign off our daughter... She is 14 and is a wonderful bright young lady and because I have kept good employment the state of Texas could care less if he pays or not. He is a truck driver there in Copperas Cove or Lampasas with a cocky attitude and did have his head shaved anyway to add salt to the wound he now has a son there who he is at least taking part in his life but acts like his daughter doesn't exhist talk about a POS. There's no excuse for a supposedly father to drop completely out of child's life and to not even try to help pay child support if they can't pay the entire balance there are ways of making payments. So if anyone of you see my ex POS let him know his daughter in TN is just as good as his new son in TEXAS and her mommy will fight until they bury me for that POS to pay his money even if they have to hold it out of his social security or life ins after he's buried. Because he owes her something and to all the other POS if you can't work collect cans sell plasma try to help your children out a little bit someway write a note and let them at least know you care.
